Navy Cancels USS Boise Overhaul Approved Under Joe Biden

The U.S. Navy has canceled a long‑delayed overhaul of the attack submarine USS Boise, a project approved under President Joe Biden that officials said became too costly to complete, opting instead to inactivate the vessel and redirect resources to newer submarines.

The Department of the Navy announced Friday that it would inactivate the Los Angeles‑class submarine after a “rigorous, data‑driven analysis,” citing the rising cost of repairs and the limited remaining service life the vessel would provide. Funds and skilled labor tied to the Boise overhaul will be reassigned to higher‑priority programs, including Virginia‑ and Columbia‑class submarines, the Navy said.

Chief of Naval Operations Adm. Daryl Caudle said the decision allows the Navy to focus its workforce and funding on platforms that more directly support fleet readiness. The service said it has already spent hundreds of millions of dollars on the Boise overhaul, which was only partially complete, and would have required far more funding to finish.

The Navy originally awarded a major repair contract for the submarine in 2024, during the Biden administration, following years of delays caused by shipyard backlogs. Officials said canceling the overhaul aligns with broader efforts to improve efficiency and ensure defense dollars deliver operational capability.
